Well I am turning 13 in 5 months and I started wearing a tiny bit of makeup halfway between the 6th grade and now I hardly ever wear it. If you need it you should but it is just ruining your skin. If you do make everything very suttle and try and get the brand ';almay'; it is very good for your skin and will not damage it as much as other brands like covergirl or mary kay.
When she starts needing it! Seriously. Some people start to young and ruin their nice skin and good features. But if you have a greasy forehead and you're 12, then its time to start with some powder. Or if you're pale, start with some blush. It's best to use it only when and where you need it. When you're older, you'll wish you didn't need it at all.
I started to wear it at the age of 13. I only used mascara and lipgloss.

I think girls should not start wearing make-up until they reach the age of 16. Befor that they just look trashy.
Well, this can be a very difficult answer because it goes more than skin deep. But, despite your morals and what not, I think that the answer starts with talking to your young women about taking care of her skin (skin needs, ie. acne, sun screen, etc.). Showing an interest in their appearance (and therefore self esteem) responsibly, sets a good example. Makeup is for enhancement, not to cover up!!! Start there... be open to the fun, bonding experience that makeup can be. Let her explore within parameters. One last suggestion... pick a makeup source from a department store or salon (Aveda or Origins brands are great because they specialize in 'natural' makeup and skin products) that you would feel comfortable bringing your young women to. An outside expertise could be a great resource, after all knowledge can be power!!!
